Joseph and Millicent (Rice) Bartlett History
Joseph was born about 1767. His place of birth is unknown. Joseph’s birth date is an estimate. In the 1830 census he was listed between the age of 60-70 so he was born between 1760 and 1770. In 1803, his son James signed a petition in Claiborne Co., TN. If James had to be voting age (21) to sign the petition this would put his birth date about 1782. Assuming Joseph was at least 18 years old at the time of his birth, Joseph’s birth date would then be about 1764. However in the 1787 Personal Property Tax List of Henry Co., Va. Joseph was not listed as a tithable but in 1788 he was tithable, so he possibly turned 21 in 1788 which would make his birth in 1767.
The first written record of Joseph shows him in Henry County, Virginia in 1787. It is here that it is believed he married a Miss Sims, (possibly Sarah Sims). To this union three children were born, all in Henry County.

Perhaps around 1791 the family moved to Hawkins County, North Carolina which later became part of the state of Tennessee. Joseph obtained a land grant for 50 acres on December 26, 1791 for 50 shillings. It was located on the South side of Holston River. The Holston River was a major route of westward migration running through the middle of Hawkins County.

It is assumed that Joseph's first wife died in Hawkins County about 1794. Joseph was in a quandary with the three children so he placed them in the custody of their grandmother Sims. Abner Hill's account mentions them staying with their grandmother. Also helping with the children was their aunt, Lucy Chisholm. Abner Hill married Joseph’s daughter Sarah, from his first marriage to Sarah Sims.
By 1796 Joseph returned to Hawkins County and had married Millicent Rice and started a second family. This family consisted of seven boys and two girls. The first six children were born in Hawkins County, Tennessee.

Joseph Bartlett was a Captain in the Hawkins County Regiment on April 1, 1800. Information obtained from the Record of Commissions of Officers in the Tennessee
Militia 1794 - 1811 (Volume 1 p. 166). The militia men were similar to our National Guard of today in which they were used for home defense purposes.
In the spring of 1806, Thomas Hill and his family moved to Caney Fork of Cumberland River later White Co. In the fall of 1806, Thomas Hill and his two sons Abner and James went to Holston, in East Tennessee to move the family out to Caney Fork. Three young people by the names of James, John, and Sarah “Sally” Bartlett moved out with them. These were Joseph’s three children from his first marriage. In moving to Caney Fork, Sarah Bartlett and Abner got acquainted, became attached to each other and in December 1806 they were married.
Joseph and his new family moved to Dry Valley, White County, Tennessee in 1810. In 1811, it shows him living on Phillips Creek. The next three children were born in White County.

White County at this time was nothing more than a wilderness of canebrake and forest. A single tribe of Cherokee Indians was found there. These Indians were peaceful and friendly.
Caney Fork and Calf Killer Rivers, and Falling Water were the water courses of White County, besides their numerous small tributaries.
The 1820 census of Overton County shows there were seven boys and two girls in the family at home. So it is assumed that Joseph moved to Overton County before 1820. In the 1820 census Millicent is listed as having a colored girl between the ages of 14 and 27. This is presuming that this is the Negro that was willed to her by her father in 1812.
13 February 1824 in Overton County, Tennessee George Price sold 28 acres of land to Joseph Bartlett for $272, on Spring Creek, waters of Roaring (Book E, page 455)
On the fourth Saturday in May 1824, in the Minutes of the Spring Creek Baptist Church, Overton, Tennessee, Joseph and Millicent were accepted for membership.
8 July 1826, John Johnston sold 200 acres to Joseph Bartlett in Overton County on Waters of Spring Creek. When the Census was taken in 1830 they were still in Overton County, Tennessee.
On the fourth Saturday of July in 1827 The Spring Creek Baptist Church met and restored Joseph Bartlett to his deaconship.
On the fourth Saturday of March 1830, in the Minutes of the Spring Creek Baptist Church, Joseph and Millicent were excommunicated because they claimed not to be members of the church.
In an 1875 History of McDonough, County Illinois, written by J. W. Brattle the author states:
“Isaac told him that he had built a house in Walnut Grove, a township in McDonough County, in the fall of 1830, with the intention of moving in it; but having raised a crop on Spring Creek, which Isaac desired to feed out before moving, Isaac placed his aged parents in the new house, in order that he might hold his claim. This was in the winter of 1830-1831. That winter no old settler could ever forget, and the like of which has never been experienced since. Joseph and his wife were in the cabin when the snow fell. They had with them a cow which provided the milk for their use. When the snow ceased falling, Isaac took his sled and hitching a yoke or two of oxen to it, started for the residence to bring his parents away, but the snow was so deep he could make no headway, and night coming on, he had to await another day, when he again made the attempt to reach them. It was five days before he finally got through. He found his parents without food of any kind, the cow dead, having died from hunger and cold, and his father in the act of dressing it for the purpose of eating. Having brought provisions with him, their immediate wants were supplied, and the next day all returned to Spring Creek.”
In January 1833, Joseph and Millicent were accepted in the church again by recantation (renouncing a former belief). On April 3, 1836, they were excommunicated for joining the schismatics.
July 1833, the Spring Creek Baptist Church met appointed brethren to go to the next association to wit: Brother Benjamin Mehany, Brother Joseph Bartlett, brother William Allen.
February 1836. The church met and after worship proceededto business. Brethern Mehanay, Job Morgan William Allen appointed to go and see brother sister Bartlett see if they have quit Spring Creek church report to next meeting in course.
April 1836. The church met and after worship proceeded to business. Excommunicated Brother Joseph Bartlett Sister Bartlett for joining the Scismatics.
Both Joseph and his wife died in Overton County. Joseph died about 1838. Permelia (Bartlett) Bates, a daughter of Joshua, the son of Joseph, said that Joseph died at the home of his son, Joshua, and was buried at Bob Alcorn's place which joined Joshua's, in Buffalo Valley. Does this possibly mean that Joseph lived in Overton County but was visiting his son, Joshua, in Buffalo Valley, Jackson County when he died?
Millicent was listed in the 1840 Overton, Tennessee census but not in the 1850 census so it is presumed she died between those years about 1845. Permelia said that Millie had TB. In 1840 Millicent was living next to her son, Evan, who lived in Overton County.

This was also listed in North Carolina Land Grants Deed Book 8 page 263 - adjoining Chissolm on the North, William Fitzgerald on the West, Vacant on the South, Richard Fletcher on the East
1794 DEED: Hawkins County: p. 165 part 2 - John Rice to Joseph Bartlett - Reg 9 July 1794 - Indenture made 20 May 1794 - 100 pounds - 250 acres - Located in Hawkins County on the north side of Copper Ridge in Mud(?) Cap Valley on the east side of Joseph Walling's Mill Creek a branch of Clinch River. Beginning at a poplar and dogwood a corner of Jos Bunches line then along said south 44 west two hundred eighty four poles to a stake, then 46 east 142 poles to a stake then north to a stake then to the beginning. The 250 acres were Jos. Bartlett and heirs forever.

1800 DEED: Deed Book 3, page 36 - Hawkins Co., Tennessee -On May 6, 1800 John Rice sold part of his property to Joseph Bartlett, John Thompson and Joseph Mee for 600 dollars. The tract of land was lying on Blackwater Creek the waters of Clinch River which was 400 acres.

1825 LAND GRANT: White Co., TN - Joseph Bartlett - Mountain District - No. 28 Book A p. 21 - Granted 20 acres in White Co. on the waters of Falling Water next to where said Nathan was living. It was also next to William Bohanon and William Hunter. Aug. 29, 1825
1826 DEED: Deed Book F, p. 210 - Livingston, Overton Co., Tennessee - On 8 Jul 1826 John Johnston of Hardiman Co., Tenn. sold 200 acres of land to Joseph Bartlett for $500. It was located on Spring Creek. Witnesses were Thomas I. Williams and Jesse Bartlet - This 200 acres joined 1,000 acres owned by Sampson Williams. Sampson Williams and Moses Fisk each gve 1,000 acres of land for the building of Fisk Academy (1st girls school south of Ohio River). Joseph held that land until September 1830 when he sold it for a loss of $100
